If suddenly everybody is made aware of each other's eventual peak strength this means every lord in power would wollow in endless paranoia, lanching genocide after genocide to remove those who would pose a threat. And in turn all those in their thrall would know exactly how strong they are and how strong their defenders are.
By knowing who is stronger and weaker, a brutal chaos of change would ensue, followed by reformation and restructuring of entire political, socio-economical and cultural of this world. Horrifying tyrrany would arise and even fascism as those beyond a certain bounty cap would simply view themselves as the "master race", lording over those who are low bounty. If one man is 10 million and all beneath him dont even make 1k they were/are/remain inferior peasants regardless, a factographically and physically existing feudalism.
This is a dystopian vision of horror.
